According to a recent Manila Times news online report and DWIZ Online News TV, the Philippines has become the world’s leading rice importer quoting a detailed landmark policy paper, “Philippines is a Rice Deficit Country: The Challenges, Policy Innovations, and Strategic Interventions,” released by the Integrated Rural Development Foundation (IRDF).
Authored by former University of the Philippines Los Baños Professor Teodoro Mendoza, former SOLAIR Dean Rene Ofreneo, Federation of Free Farmers chairman Leonardo Montemayor, and IRDF executive director Arze Glipo, the report highlights the devastating effects of typhoons on Filipino rice farmers and the negative consequences of policy failures, specifically Executive Order 62, which reduced import tariffs from 35% to 15%. This policy change contributed to record-high rice imports of 4.7 million metric tons, exposing the country’s vulnerability due to long-standing structural weaknesses.
